Auckland Council owns and manages a wide range of land and buildings. These are grouped into service and non-service properties, based on how they are used. The Property department manages Auckland Council’s non-service property portfolio.

The Property department's role is to ensure council land and buildings are well planned, well managed, and used in ways that support council priorities and community outcomes. We do this on behalf of Aucklanders to support thriving communities, a growing city, and long‑term value for current and future generations.

Service vs. non-service properties

Service properties are used to deliver front-line council services, such as libraries, community centres, water infrastructure, and bus and train stations.  These properties are managed by the part of council that delivers the service, for example Watercare or Auckland Transport.

Non‑service properties are land and buildings that don't provide a direct council service, but still play an important role in supporting Auckland’s growth, development, and financial sustainability.

These properties may be held for strategic, commercial, community benefit, development, or future‑use purposes. The revenue generated through this property portfolio helps reduce pressure on ratepayer funding and debt, ensuring council can deliver more for Aucklanders.

The non‑service property portfolio sits across the region, and includes:

  • Commercial and residential properties which are leased to businesses or private tenants
  • Buildings and land that can be leased for community use, for example to non-profit organisations or local community groups
  • Surplus and future‑use properties, for example land set aside for infrastructure
  • Heritage buildings
  • Marinas
  • Landfills, forestry and quarry sites

The property department also manages landowner approvals on behalf of council for groups or individuals who would like to use council-owned land for community, commercial or business purposes.

What We Do

We provide strategic leadership, advice, and operational management for council‑owned land and property that is not directly used to deliver front‑line services. Our collaborative approach helps ensure property decisions support local outcomes and deliver benefits across Auckland.

We work closely with:

Elected members, including councillors and local boards, to support their priorities, decision-making, and ensure council's property portfolio delivers value for Aucklanders

The Auckland Urban Development Office on regeneration and development projects

Council colleagues across different teams to provide advice and support on property-related matters, for example Watercare, Auckland Transport, Healthy Waters and Flood Resilience, and the Tāmaki Makaurau Recovery Office

Mana whenua iwi, Crown agencies, and partners on land use and development opportunities
