The Infrastructure, Investment and Phasing team assists developers, Crown agencies, iwi, community housing providers and investors working in identified growth areas, including future urban and urban intensification areas.

By aligning and integrating the council group response, the team informs strategic infrastructure and urban development decisions to ensure the right infrastructure is in place — at the right time and in the right location — to enable vibrant, connected and well-functioning communities. This work balances long-term growth planning with real-world delivery, recognising that growth does not always follow forecasts and requires ongoing monitoring and flexibility.

They also offer an Integrated Workstream Service for particularly complex projects.  This is a paid service for developers, reflecting the amount of coordination required. While more involved than traditional processes, it significantly reduces project risk by avoiding delays, misinterpretation of requirements, and fragmented decision making.

How We Can Help

The Infrastructure Investment and Phasing programme enables growth by integrating infrastructure planning, investment and delivery across Auckland’s priority growth areas. A core focus is supporting investment in new homes, businesses and infrastructure aligned with council’s growth plans and statutory frameworks, including the Future Development Strategy and Auckland Unitary Plan.

The team works collaboratively across the council group and with external partners to align infrastructure investment with growth outcomes, and partners closely with asset owners such as Auckland Transport, Watercare, Healthy Waters, Parks & Community Facilities, the Finance department and relevant government agencies.

At the centre of this work are tools such as the Growth Area Infrastructure List (GAIL) and the Growth Area Viewer (GAV). These tools provide a comprehensive spatial and financial picture of infrastructure required to support growth over a 30‑plus‑year horizon, based on anticipated development in each area. Together, they inform strategic planning, funding decisions and infrastructure delivery sequencing.

To develop the GAIL, the team gathers and integrates inputs including area boundaries, growth models, development activity and existing agreements. Through coordinated programme management and technical collaboration, a comprehensive list of infrastructure projects is developed, including costs, land requirements and indicative timing and affordability considerations.

This evidence-based, integrated approach enables informed decision-making and coordinated delivery. By linking infrastructure investment with land-use planning, monitoring delivery on the ground, and maintaining flexibility to respond to change, the Infrastructure Investment & Phasing team helps unlock development potential and support Auckland’s growing communities through collaborative, future-focused urban development.

The team have also developed an Integrated Workstream Service for complex developments with multiple workstreams, complementing the council’s qualified partner and premium consents process.  This brings all parties involved together on a regular basis, allowing them to identify and solve issues as they arise and helping to keep the processes on track, and has already resulted in better quality outcomes for all parties.  It’s been so successful the team are now looking to scale this programme up.

The programme supports:

  • Long-term infrastructure scoping to enable growth, in close collaboration with asset owners, Finance, Crown agencies and the development community
  • Monitoring and coordination of council group infrastructure delivery across growth areas
  • Data analysis and visualisation to inform strategic and investment decisions
  • Stakeholder engagement to integrate infrastructure programming into planning and development processes
  • Commercial agreements with developers to accelerate delivery of public assets

Key Investment Priority Areas currently supported include Drury, Mt Roskill, Māngere, Tāmaki, the Inner Northwest and the City Centre, with involvement across other growth areas continuing to evolve.
