About the Auckland Urban Development Office 

If you are exploring a development opportunity and want early, coordinated engagement with Auckland Council, the Auckland Urban Development Office is your first point of contact.

We are typically involved where proposals are:

  • Larger or more complex
  • Located in growth or regeneration areas
  • Multi‑stage, mixed‑use, or city‑shaping in nature

Smaller or straightforward developments will generally continue through standard consenting pathways.

If you're planning a major development, ask us for:

  • Early, upfront guidance on planning rules, infrastructure, and policy settings
  • Clearer understanding of council expectations before committing significant time or cost
  • Coordinated advice across planning, transport, water, and other council teams
  • Earlier identification of risks or constraints

Our work does not replace statutory planning or consenting processes and we do not guarantee approvals.

All formal decisions continue to be made through Auckland Council’s established regulatory frameworks. Early engagement is intended to improve clarity and reduce uncertainty as projects progress.

The Auckland Urban Development Office also manages the sale of council-owned land for development. How We Can Help

Infrastructure, Investment and Phasing

Our Infrastructure Investment and Phasing (IIP) team helps make sure development and infrastructure line up from the start.

We pull together planning from across council, sort out what infrastructure’s needed, and keep things moving with clear agreements. Basically, we’re the place where developers, asset owners, and council teams connect to get projects underway smoothly.

We focus on what’s needed in key growth areas, but we’re flexible, supporting development anywhere in Auckland whether it’s brownfield or greenfield. This helps developers, iwi, Crown agencies, and community housing providers make good investment decisions that fit with Auckland’s growth plans.

Development Team

Our Development team takes council-owned land to market on behalf of Auckland Council.

Once the council determines which sites are to be released, we work with developers to unlock these well-located opportunities and deliver projects that are commercially viable, high quality, and well-integrated into their surroundings.

Our role sits between the market and the community. We select development partners through open, competitive processes and stay involved through delivery to ensure agreed outcomes are achieved, providing clarity, consistency, and support throughout the development lifecycle.
