Four key mixed-use development sites now available for purchase and development as part of the Transform Manukau programme.

Auckland Council considers Manukau one of its high priority areas for urban renewal, given its proximity to good transport options and available employment and educational destinations. To support and enable this, under-used council-owned land is being made available for development whilst investment in infrastructure and public amenity upgrades also continue to support and catalyse further private sector investment.  For more information on investing in Manukau, visit here.

To deliver this, the Auckland Urban Development Office is seeking Expressions of Interest (EOI) in four strategic sites, offering up to six individual land parcels, in Manukau City Centre. These significant council land holdings are being presented to the market at the same time, available individually or collectively, with a range of development outcomes and design guidance to support the ongoing urban renewal of this key city centre.  

Each site is unique, with three currently used for a mix of lease and short-term, paid off-street parking, and the fourth, located adjacent to the Manukau bus & train interchange, currently supporting temporary community placemaking activations.  

With established amenity and infrastructure, and zoned Metropolitan Centre under the Unitary Plan, these sites offer the potential to transform Manukau to deliver a range of commercial, retail and residential uses.  

Bayleys Commercial has been appointed to manage the site sales via Expressions of Interest (EOI), closing 4 November 2025 at 4pm. 

The AUDO will work alongside the successful development partner to ensure the agreed outcomes are met and the resulting development provides significant community benefit.
