Council announces new General Manager Auckland Urban Development Office

Patrick Dougherty has been announced as the new General Manager of the Auckland Urban Development Office.

Patrick has more than two decades experience managing large scale urban development. Most recently he was Deputy Chief Executive Construction and Innovation for Kāinga Ora – Homes and Communities where he oversaw nationwide public housing construction with $2B annual expenditure and led 300 people across development delivery, design, design standards, innovation, sustainability and partnerships.
He is the Chair of the Ministry for Business, Innovation and Employment (MBIE) Infrastructure Advisory Panel. He is deeply committed to delivery and value for Aucklanders through integrity, wise decision making and a public service ethos, supporting outcomes which are inclusive, future-focused and culturally grounded.
Patrick will be joining Auckland Council on 11 August, 2025. In the interim, Taryn Crewe will serve as Acting General Manager for the new office. Taryn is currently General Manager, Parks and Community Facilities and has been a senior leader at Auckland Council for more than 12 years.
The newly established Auckland Urban Development Office is a merger of council-controlled organisation Eke Panuku Development Auckland and key council development teams and will serve as the council’s development front door for investors, developers, iwi, Crown agencies, and private sector partners. Its role is to simplify engagement and strengthen Auckland Council’s capability to deliver smart, sustainable urban development in areas identified for regeneration and strategic growth.
